The coin donor passed on the circumstances of his being given the coin:

He was an air traffic controller when a VIP flight came lin for a landing where he was working and the pilot proceded to ask him a number of questions. He was very busy controlling other flights but he answered the first few questions. When the pilot persisted in asking more, he finally responded that he was very busy and please hold his questions until he got on the ground. During a followup briefing later in the day, the Secretary of the Air Force recounted his landing experience and asked if the Air Traffic Controller he had been talking to was in the room. With a sinking feeling in the pit of his stomach, he awknowledged that he was the one. The Secretary walked over to him, gave him the coin and congratulated him on a job well done.
